The program was attended by leaders from various central and local committees, ministries, and sectors. From the central level, attendees included: Mr. Pham Tat Thang, Member of the Party Central Committee, Deputy Head of the Central Propaganda and Mobilization Committee; Mr. Dang Xuan Phong, Member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee; Ms. Do Thi Thu Thao, Party Secretary, President of the Central Committee of the Vietnam Red Cross Society.
From Ninh Binh province, attendees included Ms. Ha Lan Anh, Provincial Party Member, Vice Chairperson of the Ninh Binh Provincial People’s Committee; along with leaders from the Vietnam Fatherland Front Committee of the province, various departments, sectors, and organizations of the province.
Also present were leaders from central committees and units, leaders of the Red Cross Societies of Hung Yen and Hanoi provinces, representatives from businesses, organizations, sponsors, and a large number of Red Cross staff, members, volunteers, and 1,000 disadvantaged residents from Ninh Binh province.

In her opening speech, Party Secretary and President of the Central Committee of the Vietnam Red Cross Society, Do Thi Thu Thao emphasized: “The “Compassionate Tet” movement is a key humanitarian activity with profound socio-political significance, vividly reflecting the compassionate and benevolent traditions of the Vietnamese people.
It also highlights the core, bridging, and coordinating role of the Vietnam Red Cross Society in mobilizing the entire society to join hands in caring for the Tet of the poor and those in especially difficult circumstances.
For the Year of the Horse 2026, the Central Committee of the Vietnam Red Cross Society is launching the “Compassionate Tet” movement nationwide, aiming for the entire Red Cross system to mobilize and distribute 1.5 million Tet gift packages, each valued at a minimum of 500.000 VND, with a total resource value of at least 750 billion VND, targeting the poor, disabled, orphans, lonely elderly, and households severely affected by natural disasters.”
Following the assignment from the Central Committee of the Vietnam Red Cross Society, the Humanitarian Service Center was tasked with leading and mobilizing resources to organize the inauguration of the “Compassionate Tet” Program for the Year of the Horse 2026 in Ninh Binh province – one of the 10 provinces and cities selected to host the central-level program.

To date, the Center has mobilized over 4 billion VND in cash and goods to support Ninh Binh, Phu Tho, Bac Ninh, Yen Bai, and Hai Phong city as per the assignment of the Standing Committee of the Central Committee.
In Ninh Binh province, the Program has distributed 1,000 Tet gift packages, each valued at 1.4 million VND (including cash and in-kind items) to poor households, near-poor households, and those in especially difficult circumstances in the province. Within the framework of the Program, the Central Committee of the Vietnam Red Cross Society has symbolically presented 1.46 billion VND to the Ninh Binh Provincial Red Cross Society to organize Tet care activities for the people.

In his directive speech at the Program, Mr. Pham Tat Thang, Member of the Party Central Committee, Deputy Head of the Central Propaganda and Mobilization Committee, praised the efforts of the Central Committee of the Vietnam Red Cross Society, the Ninh Binh provincial government, and the business community in caring for the Tet of the poor and vulnerable. He also affirmed that the ‘Compassionate Tet’ Movement has significantly spread humanitarian values, strengthening the people’s trust in the Party and State.
The inauguration of the “Compassionate Tet” Program for the Year of the Horse 2026 at the central level in Ninh Binh province was organized to practically celebrate the success of the 14th National Party Congress, contributing to ensuring social welfare, strengthening the great national unity, and aiming for the goal of leaving no one behind during the traditional Tet holiday.
