EMERGENCY RELIEF AND HUMANITARIAN ASSISTANCE
1. Red Cross emergency relief activities are timely and direct support provided to victims of war, natural disasters, epidemics, fires, traffic accidents, and other accidents and disasters, including:
a) Relief in the form of cash, in-kind assistance, and support to overcome initial difficulties;
b) Moral encouragement and psychosocial support.
2. Red Cross humanitarian assistance activities are assistance provided to persons with disabilities, elderly persons without means of support, orphans, and other people in especially difficult circumstances, including:
a) Assistance in cash, means, or labor;
b) Assistance with vocational training costs and job generation;
c) Assistance with medical examination and treatment costs, and functional rehabilitation;
d) Other forms of assistance.
3. Emergency relief and humanitarian assistance shall ensure the principle of prioritizing the most disadvantaged areas and beneficiaries and shall be implemented as follows:
a) In cases of emergency relief, cash and in-kind assistance shall be provided immediately and directly to the beneficiaries specified in Clause 1 of this Article;
b) In cases of humanitarian assistance, beneficiaries receiving cash and in-kind assistance shall be identified on the basis of a public and democratic selection process conducted by the community and certified by the Commune, Ward, or Township People’s Committee (hereinafter collectively referred to as the commune-level authority) or by the social protection establishment where the beneficiaries are being cared for.
