In response to the online contest on learning about the election of members to the National Assembly and People’s Councils at all levels, launched by the Central Commission for Information, Education and Mass Mobilization (of the Communist Party of Vietnam) under Plan No. 12-KH/BTGDVTW dated February 13, 2026, the Central Committee of the Vietnam Red Cross Society calls upon all officials, members, youth, and Red Cross volunteers nationwide to actively participate, considering this a practical activity to enhance political awareness, legal understanding, and civic responsibility.
The contest is organized to promote extensive communication and foster high unity in awareness, political ideology, and action within the Party, as well as social consensus, thereby contributing to the successful organization of the election of deputies to the 16th National Assembly and to the People’s Councils at all levels for the 2026–2031 term. At the same time, the contest helps disseminate information about the 80-year journey of formation and development of the National Assembly of the Socialist Republic of Vietnam; clarifies the position, role, functions, tasks, and powers of the National Assembly and People’s Councils within the political system; and raises awareness among officials, Party members, and all strata of society regarding the significance of the election and citizens’ responsibilities, ensuring that Election Day truly becomes a festival of the entire people.
In addition, the contest serves to encourage and motivate officials, Party members, and the public to strive for achievements in celebration of the success of the 14th National Party Congress and the election of members to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term, while also strengthening efforts to combat and refute false and distorted information, especially in the period leading up to the election.
As a humanitarian organization operating in accordance with the Constitution and the law, every Red Cross official, member, and volunteer should not only take the lead in humanitarian movements but also set an example in studying, complying with, and promoting the Party’s guidelines and the State’s policies and laws. Participation in the contest will not only help consolidate knowledge about election principles and procedures, as well as citizens’ rights and obligations, but also contribute to spreading the spirit of democracy and respect for the rule of law within the community.
The contest will be conducted in the form of an online multiple-choice quiz on the “The Rapporteur” electronic information portal (https://baocaovien.vn), the People’s Representative Newspaper (https://daibieunhandan.vn), the National Assembly’s Electronic Information Portal, and other newspapers, magazines, and electronic portals linked to the contest. It is scheduled to take place from February 27 to March 15, 2026, comprising two competition weeks: the first week from after the launch ceremony on the morning of February 27, 2026, until the end of March 8, 2026; and the second week from 00:00 on March 9, 2026, until the end of March 15, 2026. The closing and award ceremony is expected to be held in April 2026.
Each week’s prize structure includes: 01 First Prize worth VND 5,000,000; 02 Second Prizes worth VND 3,000,000 each; 03 Third Prizes worth VND 2,000,000 each; and 10 Consolation Prizes worth VND 1,000,000 each. Notably, for the first time, the Organizing Committee will award 10 additional weekly prizes to individuals who achieve outstanding results in widely promoting the contest, each worth VND 1,000,000.
