This result reflects the confidence of local voters in her capacity, professional experience, and the action program she presented ahead of the election held on March 15, 2026.

Presenting her action program to voters, Ms. Do Thi Thu Thao emphasized that a member of the National Assembly not only participates in lawmaking and decisions on major national issues, but must first and foremost represent the will, aspirations, and legitimate rights and interests of the people; serve as a bridge between real-life conditions and state policies; and be accountable to voters for every decision and every vote cast.
In her capacity as President of the Viet Nam Red Cross Society, she stressed that policies are meaningful only when effectively implemented; development is sustainable only when no vulnerable groups are left behind; and sound policies must be carried out with discipline, transparency, and accountability.
In her action program, she outlined three key priorities:
First, improving people-centered policies and promoting sustainable development. She will contribute to developing and refining legislation related to social protection, risk prevention, public health care, and climate change adaptation. For the Mekong Delta region, she highlighted the need to shift from a “passive response” to a “proactive adaptation” approach to ensure sustainable development amid increasing natural disasters, saltwater intrusion, and land subsidence.
Second, bringing the voice of voters from Dong Thap to the National Assembly. She committed to accurately and fully reflecting issues related to agricultural production, livelihoods, rural economic transformation, environmental protection, and the safety of residents in flood-prone areas. For the Dong Thap Muoi region, she proposed policies to support agricultural restructuring, enhance the value of agricultural products, and promote vocational training and sustainable job creation.
Third, promoting transparent and effective resource mobilization mechanisms. Drawing on her experience in humanitarian work, she will strengthen coordination among the State, local authorities, businesses, and social organizations to mobilize resources for development. At the same time, she underscored that resource management and utilization must ensure openness, transparency, proper targeting, and accountability.
In legislative and oversight activities, she affirmed that she will actively contribute to improving policies related to social protection, social work, humanitarian action, disaster risk reduction, social insurance, and health insurance. She will also exercise her supervisory role rigorously, monitoring the implementation of policies that support people and ensuring that resources are used appropriately, effectively, and with proper verification.
Regarding the Dong Thap Muoi area—where she stood for election—she expressed particular concern for enhancing agricultural value, promoting sustainable rural economic development, and ensuring social protection for vulnerable groups. Her action program includes specific measures such as supporting agricultural restructuring to reduce risks and increase value; promoting vocational training and job creation; improving access to health services and insurance for the elderly and disadvantaged households; and strengthening disaster preparedness and response capacity to protect communities.
She emphasized key principles guiding her actions: upholding the Constitution and the law; placing people at the center; ensuring transparency, accountability, and consistency between words and actions; combining national strategic thinking with practical local solutions; avoiding promises beyond her authority; and seeing responsibilities through to completion once undertaken.
Her election to the 16th National Assembly is expected to strengthen professional input in humanitarian and community development fields, contributing positively to the Assembly’s work in the new term.
This is not only a personal honor for Ms. Do Thi Thu Thao but also reflects the recognition by the Party, the State, and the people of the contributions made by the Viet Nam Red Cross Society in humanitarian work, social protection, and supporting vulnerable groups.
Her participation in the National Assembly will create favorable conditions for her to continue contributing to policymaking and legal development, particularly in areas related to humanitarian action, social protection, and public health care, while also promoting the continued professionalization, effectiveness, and international integration of the Viet Nam Red Cross Society.
