VOLUNTEER

I. WHAT IS RED CROSS VOLUNTEERISM?

  1. Red Cross volunteerism is a voluntary, non-profit activity aimed at providing assistance to disadvantaged and vulnerable people in the communities under the direction and guidance of the Vietnam Red Cross Society, in accordance with the Statute of the Vietnam Red Cross Society and the Law on Red Cross Activities.
  2. Red Cross volunteer activities include the activities of individual and/or groups of volunteers (collective activities).

II. WHO ARE VIETNAM RED CROSS VOLUNTEERS?

  1. Vietnamese citizens aged 18 and over; voluntarily participate in Red Cross activities organized by all levels of the National Society.
  2. Have the ability and conditions to participate in Red Cross activities, meet the specific missions of the National Society where the volunteer registers.
  3. Comply with the Law on Red Cross Activities, the Statute of the Vietnam Red Cross Society, the fundamental principles of the Red Cross and Red Crescent Movement, the laws of the Government of Vietnam and the Regulations on the Organization and Operation of Red Cross Volunteers of Viet Nam Red Cross Society.
  4. In the case of foreigners who voluntarily participate in Red Cross activities in Vietnam, they shall comply with the provisions of Vietnamese law and related regulations of Viet Nam Red Cross Society.

III. TITLES OF VIETNAM RED CROSS VOLUNTEERS

  1. Level 1 Volunteer (Platinum Volunteer)
  2. Level 2 Volunteer (Gold Volunteer)
  3. Level 3 Volunteer (Silver Volunteer)
  4. Active Volunteer

IV. MISSIONS OF VIETNAM RED CROSS VOLUNTEERS

  1. Disseminate, protect and enhance the prestige of the Vietnam Red Cross Society, protect the Red Cross Red Crescent emblems and the Vietnam Red Cross logos.
  2. Participate in activities organized by the Vietnam Red Cross Society; disseminate contributions and directly contribute their labor, intelligence, prestige, skills, money, and goods to Red Cross activities according to their ability and conditions.
  3. Regularly attend meetings according to Red Cross volunteer teams and groups (for volunteers who register to participate in teams).
  4. Train knowledge and skills to meet the assigned tasks; coordinate with related Red Cross volunteers’ team when carrying out volunteer tasks; propose to the Society initiatives and solutions to develop the Society’s work and the Red Cross movement.
  5. Be present promptly and respond actively to the Red Cross activities taking place in the communities
  6. Participate in developing the operational plan of the volunteer Team (if registered to join the Team).
  7. Depending on their conditions and abilities, Red Cross volunteers have the responsibility to participate in activities and build the Society’s grassroots organization.

V. RIGHTS OF VIETNAM RED CROSS VOLUNTEERS

  1. Be assigned tasks in accordance with their aspirations, conditions and abilities.
  2. Be trained in knowledge and skills of the Society’s work and the Red Cross movement; share information and participate in building the Society’s organization, contribute comments to the Society’s activities.
  3. Be issued and use Red Cross volunteer uniforms according to their level. The issuance of cards only applies to volunteers who participate in regular volunteering with the Society’s activities.
  4. Be supported with the necessary conditions and equipment when participating in activities according to the actual capabilities of all levels of the Society.
  5. Be honored, commended or nominated for commendation for achievements and outstanding contributions to Red Cross activities.
  6. Be protected by the Society in their legitimate and legitimate rights and interests and be helped by the Society when they or their families encounter difficulties.
  7. While performing their duties, Red Cross volunteers who suffer property damage, health damage or death shall be proposed by the Red Cross Society to settle their rights and interests in accordance with the law.
  8. Level 1 Volunteer (Platinum Volunteer):
  • Participate in training courses, training, training in volunteer knowledge, skills, Society work and the Red Cross and Red Crescent movement organized by the Central Committee of the Society.
  • Participate in training courses to become national-level Instructors/Trainers in various fields of Society work (when meeting the requirements and suitable for the field in which the volunteer contributes to the Society’s activities).
  • Be considered to participate in international volunteer programs within and outside the Red Cross and Red Crescent Movement (when meeting the requirements of the program and the Society’s organization); be considered for recommendation to the International Red Cross and Red Crescent Society to recognize the title of “International Volunteer”.
  1. Level 2 Volunteer (Gold Volunteer):
  • Participate in training courses, training, training in volunteer knowledge, skills, Society work and the Red Cross and Red Crescent movement organized by the provincial and municipal Societies.
  • Participate in training courses to become provincial-level Instructors/Trainers in various fields of Society work (when meeting the requirements and suitable for the field in which the volunteer contributes to the Society’s activities).
  1. Level 3 Volunteers (Silver Volunteers) participate in training courses, training, training in volunteer knowledge, skills, Society work and the Red Cross and Red Crescent movement organized by the district-level Society.

VI. RESPONSIBILITIES OF RED CROSS VOLUNTEERS

  1. Comply with the provisions of Vietnamese law.
  2. Comply with the management and assignment of tasks by the Red Cross chapter/branch that manages and leads the Volunteer Team/Club (in case of registering to participate in the team/club) and the regulations of this Charter.
  3. Voluntarily register to participate in Red Cross activities in accordance with their ability and conditions and meet the specific missions of the Red Cross chapter/branch where the Red Cross volunteer lives and works.
  4. Return the card to the managing Red Cross chapter/branch (granting volunteer recognition) if you do not participate in Red Cross volunteer activities for 01 year or more. The Standing Committee of the Red Cross chapter/branch managing volunteers shall collect and cancel Volunteer Cards in accordance with regulations. Volunteers are not allowed to lend cards.
  5. If they violate the law or the Statute of the Red Cross Society, use the card for the wrong purpose, they will be suspended from operation or deleted by all levels of the Society and will be handled according to the law depending on the severity of the violation

VII. MAIN VOLUNTEER ACTIVITIES

  1. Activities according to the tasks of the Society:
  • Social and humanitarian work;
  • Community-based healthcare and first aid;
  • Voluntary blood and organ donation;
  • Disaster prevention and response;
  • Promote humanitarian values.
  1. Specialized activities:
  • Artistic activities;
  • Social media interaction activities;
  • Goodwill ambassadors in the Society’s communication campaigns, fundraising and promoting humanitarian values;
  • Specific activities for each locality: bridge construction, funeral assistance, charity kitchens, free patient transportation…;
  • Activities under campaigns and events: Spring Red Festival, Red Journey, the Month of Humanity, Tet of Humanity…
