Red Cross Society of China and Vietnam Red Cross held dialogue and signed cooperation program

On March 26, 2019, in Hanoi, the Vietnam Red Cross organized a welcome ceremony and dialogue with the Red Cross Society of China Delegation and signed a cooperation agreement.

Attending the dialogue , on the side of Vietnam Red Cross, there were Assoc. Prof. PhD. Nguyen Thi Xuan Thu - President; Mr. Nguyen Hai Anh - Vice President, Secretary General; Mme. Tran Thi Hong An and Mr. Tran Quoc Hung - Vice Presidents, and leaders of departments and units of the Vietnam Red Cross. On the side of the Red Cross Society of China, there were Mr. Wang Haijing (Vương Hải Kinh) - Vice President, Mr. Li Lap Dong - Director of Health Care and Disaster Department, Mme. Zhang Han - Officer of External Relations Department.

In addition, attending the ceremony were representatives from: Chinese Embassy in Vietnam, Union of Friendship Organizations, Ministry of Foreign Affairs, Commission for External Relations of the Central Party Committee.

Speaking at the opening of the dialogue, President of Vietnam Red Cross Nguyen Thi Xuan Thu warmly welcomed Mr. Wang Haijing (Vương Hải Kinh) - Vice President of the Red Cross Society of China and members of the delegation to visit and work in Vietnam. During 03 working days in Vietnam, the delegation of the Red Cross Society of China and colleagues of the Vietnam Red Cross monitored the project in Ninh Thuan province and worked with Ho Chi Minh City Red Cross Chapter.

Overview of dialogue

Through this meeting, the Vietnam Red Cross expects and discusses the contents and prospects, as well as the possibility of cooperation of the Vietnam Red Cross and the Red Cross Society of China in the coming time. Implementing the 3-year Memorandum of Understanding between the two parties signed in January 2017 under the witness of the leaders of the Party and State of the two nations on the visit of the Party General Secretary Nguyen Phu Trong to China (1/2017 ) with the aim of promoting cooperation between the two National Societies.

On behalf of the Vietnam Red Cross, Assoc. Prof. PhD. Nguyen Thi Xuan Thu acknowledged the appreciation of the concern of the leaders of the Party, State, Embassy, Red Cross of the People's Republic of China, and friendship between the two countries and people has been strengthened in natural disasters, contributing to better implementation of the agreements in the Memorandum.

Mr. Wang Haijing (Vương Hải Kinh) - Vice President of the Red Cross Society of China said: Vietnam and China have a good cooperative relationship. In recent years, from the visits of leaders of the two countries, the open-door policy of strengthening cooperation has brought the two countries' relations to new height. In that context, the two National Societies have had good cooperative relation. In 2018, two Natural Societies organized study tour to share experiences and discuss specific projects.

Two National Societies have come together to unify many important contents and sign project agreement

In the framework of the dialogue, the two National Societies have frankly proposed cooperation framework and specific activities in the coming time.

In 2019, the Red Cross Society of China decided to cooperate with the Vietnam Red Cross to implement project to help building a safe community in the locality with a total budget of 1.5 million RMB (equivalent to 5.3 billion VND). In addition, the Red Cross Society of China also has strengths in reducing damages caused by natural disasters, providing modern equipment in disaster prevention; Cooperative education program to increase income for people in disadvantaged areas.

On the side of the Vietnam Red Cross, Assoc. Prof. PhD. Nguyen Thi Xuan Thu highly appreciated the efforts of the Red Cross Society of China, the proposals were very practical and the Vietnam Red Cross also proposed coordination between the two National Societies in the coming time. Specifically, the Vietnam Red Cross desires to improve the capacity of the national disaster response team; training to improve management capacity, providing modern equipment for coordination of relief warehouses; Building a safe community to enhance resilience in areas where natural disasters occur. During this term, the Vietnam Red Cross aims to build 10 safe communities, including 1 community in collaboration with the Red Cross Society of China in several border provinces between the two countries.

Regarding activities to support heart surgery, the Vietnam Red Cross proposed the Red Cross Society of China instead of sending patients to China for treatment, they can support patients directly treated in Vietnam to reduce costs and help more patients.

In addition, the two sides can also coordinate in activities of union exchange, organizing visits to study experiences, integrating training courses for Red Cross staff at all levels.

At the end of the dialogue, two National Societies signed a cooperation project agreement worth 1.5 million RMB (equivalent to 5.2 billion VND) and presented souvenirs.
